Could simply be the Driver being used.
In the BIOS, look for the Spread Spectrum, see if its enabled.
In the OS, NVCP >> Manage 3D settings >> Anisotropic Filtering [off] ...
Antialiasing [off] ...
Antialiasing Transparency [off] ... Apply
See if that helps.

I have just build a new system and I am quite confused about shutter issues on cs2. Build up:

I was using a 2k 360hz monitor but sometimes I can have a legging feeling within the game and the 1% low can drop to 40-70hz while the overall fps shows as 350-400. Also, from time to time, the game can legged to have a noticeable legging even in the main manual. So I just want to ask if anyone encounter similar problems. Sometimes in the worst case, the game can freeze and stop working at all. On that case, the overlay will disappear or shows 0 percent usage in gpu. The game will then change to 5-10fps after moving, which is unplayable. Btw the usage of gpu is around 89 to 99percent in the game while cpu is only around 30%. Not sure if this is normal. Any idea could help. Thanks!????
