Ah okay, yeah it's me progressing from one version of Windows to the next while observing the issue. It shouldn't matter though, with your misinterpretation it still conveys that the issue persists with at least Windows 10.

What's confusing? There are specific application profiles that always override the Global Profile's Power Management setting and there's nothing you can do about it within the NVCP except remove them... but wait! The "remove" option is disabled for these profiles! So you can't do that either via NVCP.
For example, create a profile for DWM.exe and try setting Power Management to follow the Global Profile setting... you can't, it won't let you, it changes to a specific value the instant you hit Apply instead of remaining set to follow the Global Profile.
Maybe this upcoming integration of NVCP and Geforce Experience will fix this.
Also do you really think I haven't been keeping my drivers up to date? I'm currently on Windows 10 22H2 (528.49 driver) and this issue still exists nearly 8 years later.

Since at least October 2016, the following Application Profiles can not have the "Power Management Mode" setting set to "Use Global Setting":
Desktop Window Manager (dwm.exe) c:\windows\system32\
Windows Explorer (Explorer.exe) c:\windows\
Mozilla Firefox (Firefox.exe)
Microsoft Internet Explorer (iexplore.exe)
Valve Steam (Steam.exe)
Microsoft Cortana (Search)
Microsoft Shell Experience Host (Windows shell experience)
Some of these profiles are for applications that are *always* running in Windows, so their profiles, which may not be listed in NVCP until you add them, will constantly override the Global Profile's Power Management Mode setting.
I had mentioned this in the past but I don't think it ever gained much traction.

I made a custom 60.001Hz Refresh Rate via NVCP and then the NVCP would not let me remove it, because it kept insisting it was the active display mode! Even when I switched to radically different display mode and tried deleting it it would remain, though in this case there'd be no complaint about it being the active mode!
I ended up using MadVR to delete it.

I assume NVCP was getting confused because only the UI for editing/creating custom refresh rates, the bottom screenshotted UI, shows decimal places for refresh rates (in the bottom right) while every other UI in NVCP rounds it to nearest integer. Also NVCP gets extra confused if you make multiple refresh rates with the same whole numbers with varying decimal values

Uh what? That setting has nothing to do with ALLM Nichronos. None of that settings choices will tell the video card to stop telling the TV to be in Game Mode.
