Well, I'm having that issue too. Doesn't matter what I do, when something that uses physx come out, my fps goes crappy and my GPU usage goes to single digit too.
I have two gtx 970, running on Windows 8.1 x64
I really hope they fix this... This game has awesome Physx effects.

Chillybawls,
Your misunderstanding what sli represents. It's a misconception that it doubles your video ram. It does not. It adds to your processing power aprox 30% give or take, for 2 video cards
If you start off with 896mb of video ram that never changes. You will always have 896mb regardless of the number of video cards. So why do it, you may ask.
Sli works so that one video card is pre-rendering. Off loading some of the work the a single video card would have to do by itself. Yes there is natural performance increases that most focus on.
It brings far more than just performance. With sli you expand your ability to clean up or adjust the rendered frame to your personal liking. For instance cod waw I push to 16xAS and 8xAA. With out lowering the over all FPS.
If I were to use these setting with a single video card. The frame rates would be so slow, it would be hard to play (slide show)...
Nvidia.com SLI FAQ's
I love sli. It touches all the video in the computer. From the desktop, to photoshop, web, games. Everything is far more vibrant, cleaner, easier to read.
I play GTA IV and it's not optimized for sli. You may get away with pushing your vram with patch 03 up to your base vram amount. I doubt it though. It's been my experience it just crashes.
And the command lines make worse for me. My last vantage score was over 20,000. My computer is rock solid stable..

Hope this helps a little?
